I think there's a gray area with women. It would depend on how they were caught and by whom. Depending on circumstances a woman might be told to just stop and move on. While a guy would be arrested immediately.

I've always been impressed at just how good Rob, Lia, Alison, and of cause Danielle are, to manage to do so much public flashing and masturbation and not actually get done for it. I work in the Security Dept. of the company I'm employed by.During roll call in the mornings the supervisor would go over anything that happen on the other shifts.Working in Downtown we get our share of incidents including catching a guy laying down on one of our parking lots..wanking off.Of course he was busted for lewd behavior.
