Well there's no "if, and's or but's" about that. If you get caught masturbating in public by the police you will be branded a sex offender. I'm surprised it hasn't happened yet to one of the girls in porn.
I think there's a gray area with women. It would depend on how they were caught and by whom. Depending on circumstances a woman might be told to just stop and move on. While a guy would be arrested immediately.
